Set up in December 1986, Northwest Higher Education Training Center for Teaching Personnel of the Ministry of Education is founded in Shaaxi Normal University (SNU), directly under the Ministry of Education. In January 2000, Teachers¡¯ TrainingCollege, SNU was founded by merging the former and Northwest Education Administrator Training under The Ministry of Education (set up in 1982) into one office. The college was granted the title of ¡°National Excellent Unit¡± by the Ministry of Education in the assessment of national higher education network construction.
Since the foundation of the two centers, they have made great efforts to implement four functions the ministry requires: to coordinate and instruct, to train teaching personnel, to research and consult, and to communicate and offer information. Six provincial centers have been therefore set up in Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang and Xinjiang Construction Corps. And the centers have been contributing to the advanced post-education for teachers and administrators in the northwestern China. By the end of 2005, a variety of training classes had reached 453, with 19100 trainees benefited, among which 8000 teachers from higher institutions, 7782 educational administrators and 1620 core teachers from national and provincial key elementary and middle schools. The centers have submitted over 20 reports and working proposals to former National Educational Council and the Ministry of Education, based on research and investigation. Teaching Personnel Work in Northwest China, a journal, was established in 1986 and up to now 104 issues have been published. The persons under training now reach 1500. The two centers enjoy an independent training building and fine facilities, in which there are 6 multi-function and network classrooms for 500 trainees for lecture, and there are 120 rooms for the accommodation of 300 persons.
